One of the downsides of the current bowl system is that the teams that don't make the cut for the four big BCS bowls often get inferior bowl matchups, especially for the "non-AQ" schools outside of the big six power conferences. A classic case was #7 Boise State getting #39 (per Sagarin) Arizona State in a 56-24 Las Vegas Blow.
An interesting idea would be to take one of the good second-tier bowls like the Cotton or Cap One Bowl and make it a matchup of the best available AQ school with the best available non-AQ school. Arkansas-Boise State would have been the 2011 match-up based on the BCS standings. Give it the best purse outside of the BSC, so even the big schools would be interested.
