This didn't really tell me what the homophone for senate is, or if there is a homophone for senate.

Homophone is a term for words that sound the same like air and heir or there, they're and their. Kerry and Kerrey are pronounced just the same, so the names are homophones.

The joke was that is was supposed to sound slightly naughty; like one campaign of the 1940s where a congressman's brother was accused of being a practicing homo sapiens and a sister was a thespian. The candidate was even caught publicly matriculating at college.
