Just before we have the big Presidential speech on Syria tonight, we get a Russian proposal to have Syria fess up to some chemical weapons and put them under UN control.
Will Assad give up all of his chemestry set? Probably not.
Will it keep him from using more WMDs on his own people? For a time while he wants to play nice.
Will it solve the problems of the civil war? No.
Will it give the president something to hang his hat on in leiu of a bombing season? Yes.
The president will get a smidge of credit for having done something about chemical weapons. This is all about being seen to do something. Obama can't do nothing, so he rattles the sabers until he gets an acknowledgement that Assad might have some stuff left over from Saddam's Going out of Business Sale a decade ago.
As Churchill said, jaw-jaw is better than war-war. It beats the heck out of seeing some Syrian civilians killed because their apartment is next door to a chemical weapons stash that got mostly relocated weeks ago in the name of doing something.
