I couldn't track this down online, but our local paper had a political cartoon of president Obama in that classic speak-to-the-nation podium with a "Strategy Accomplished" banner behind him; that thar is a dig at Dubya's "Mission Accomplished" when Iraq proved to be far from finished.
That's a mean dig, but it has more to it. Obama's cast as an inept magician; "This time for sure!", he utters.
[Update 5:50PM-here's the cartoon from Kevin Siers. The one in the paper was in black-and-white; he's got what looks like a pilot's uniform but holding a mixer in his left hand. An inept pilot rather than an inept magician.]
For baby boomers, that will resonate as a classic line of a bull moose. Not the Bull Moose, Teddy Roosevelt (he was near the front of my mind thanks to a PBS show on he and FDR that I surfed into), but Bullwinkle.
Bullwinkle would attempt to pull a rabbit out of a top hat (to Rocky's dismissal: "Again?!" or "But that trick never works!", and Bullwinkle's canonical rejoinder, "Nothing up my sleeve...Presto!" or "This time, for sure! Presto!"), only to pull out something unexpected instead (such as a bear or a lion, a rhino a tiger), and occasionally even Rocky himself. After each failed attempt, Rocky segued to a commercial by saying, "Now, here's something we hope you'll really like!"
That's not the Bull Moose Obama wanted to be compared to.
